11-3-9: PUBLIC UTILITIES:
All utility lines for telephone, electric service, and cable television shall be placed underground entirely throughout a subdivided area. Said conduits or cables shall be placed within easements or dedicated public ways, in a manner which will not conflict with other underground services. Further, all transformer boxes shall be located so as not to be unsightly or hazardous to the public. All utility transformers or above grade cabinets shall submit detailed engineering plans for staff review of sight distance criteria, screening requirements, and separation from existing public utilities. The utility lines shall be parallel to and not less than eighteen inches (18") from the property lines. Corner property markers shall not be disturbed by the installation of utility lines. All storm sewers to be televised after all utilities have been installed and restoration is completed prior to acknowledgement of substantial completion. As built utility plans shall be provided to the village of Winfield, ComEd, NiCor, SBC, and Comcast Cable (or other as applicable) upon completion. (Ord. 2015-02-05, 2-5-2015)
