705.07 AMENDMENT; CONFLICT; SEVERABILITY.
   (a)   Amendment. By legislative procedure, Council may, from time to time, amend, supplement or change the provisions of this article.
   (b)   Conflict With Other Laws. Where the provisions of this article impose greater restrictions than those of any other ordinance or regulation, the provisions of this article shall be controlling. Where the provisions of any statute, other ordinance or regulation propose greater restrictions than this article, the provisions of such statute, ordinance or regulation shall be controlling. This article shall not be construed in any manner that is not consistent with the purpose and provisions of State law governing the licensing and maintenance of salvage yards.
   (c)   Severability. If any article, section, subsection, paragraph, clause or provisions of this article shall be declared by a court of competent jurisdiction to be invalid, such decisions shall not affect the validity of this article as a whole or any other part thereof.
