1713.20 RIGHT TO APPEAL.
   Any owner or other person aggrieved by any determination made by the City pursuant to
this Article shall have the right to appeal the determination to the Property Maintenance Board. If the owner or other person is dissatisfied with the decision of the Property Maintenance Board, owner or other person may appeal that decision to the Putnam County Circuit Court.
