The intent of this Article is to:
(a) Establish a system of registration of vacant structures to aid the City in the verification and management of vacant structures in order to protect and promote public health, safety and welfare of the residents of the city.
(b) The provisions of this Article are in addition to, and not in lieu of, methods or processes otherwise permitted or authorized in any other ordinance of law of the city, Putnam County or State of West Virginia. Nothing in this Article shall preclude the city from utilizing any existing or later created legal remedy that may be available to it to protect the health, safety and welfare of its residents or to enforce the ordinances and statutes applicable within the city.
(c) The City is authorized under state law to create and establish a Vacant Structure Registration Program Pursuant to West Virginia Code 8-12-16c.
(d) This Article shall be construed liberally, to the extent permitted under West Virginia Law, to achieve the purposes and intent set forth herein.
