1713.06 DUTIES OF BUILDING INSPECTOR.
   The Building Inspector shall:
   (a)   Inspect or cause to be inspected all public buildings, schools, halls, churches, theaters, hotels, tenements, commercial, manufacturing or loft buildings for the purpose of determining whether any condition exists which render such a place a dangerous building within the terms of Section 1713.03.
   (b)    Inspect any building, wall, or structure about which complaints are filed by any person to the effect that a building, wall or structure is or may be existing in violation of this article.
   (c)    Inspect any building, wall, or structure reported by the Fire or Police Departments as probably existing in violation of the terms of this article.
   (d)    Notify in writing the owner, occupant, lessee, mortgagee, agent and all other persons having an interest in the building as shown by the land books in the office of the Clerk of the County Commission of any building cited by him to be a dangerous building within the standards set forth in Section 1713.03 that:
      (1)    The building or structure is a dangerous building under this article and notifying the owner that if the building has not been repaired or demolished within ninety days from the date of the notice, that the Building Inspector will cite the dangerous building to the Building Commission, and ask that the owner be required or compelled to repair or demolish as may be required.
      (2)   The lessee or occupant of the building is leasing or occupying a dangerous building and that in the event the dangerous building is not repaired or demolished within ninety days from the date of the notice, the Building Inspector will cite the dangerous building to the Building Commission, who may compel the occupant or lessee to vacate the premises.
      (3)    The mortgagee, agent or other person having an interest in the building as shown by the land books in the office of the Clerk of the County Commission that notice has been given by the Building Inspector that the building or structure has been so found to be a dangerous building and that in the event that the dangerous building is not repaired or demolished within ninety days from the date of the notice, the Building Inspector will cite the dangerous building to the Building Commission and ask that the building be repaired or demolished as may be required.
   (e)   The notice provided in subsection (d) hereof shall contain the following:
      (1)    A description of the building or structure deemed unsafe.
      (2)    A statement of the particulars which make the building to be unsafe and a dangerous building or structure.
      (3)    The fact that the Building Inspector has found the building to be unsafe and a dangerous building within the meaning of this article.
      (4)    That in the event the building or structure is not repaired or demolished within the ninety days provided, the Building Inspector will cite the dangerous building to the Building Commission, who may compel or order the repair or demolition of the building or structure.
   (f)   Cite to the Building Commission any noncompliance with the citation provided for in subsections (d) and (e) hereof.
   (g)   Attend all hearings conducted by the Building Commission and testify as to the condition of dangerous buildings.
   (h)    Place a notice on all dangerous buildings reading as follows:
      This building has been cited as a dangerous building by the Building Inspector of the Town of Winfield. This citation is to remain on this building until it is either repaired or demolished in accordance with the citation which has been given to the owner, occupant, lessee, mortgagee or agent of this building and all other persons having an interest in such building as shown by the land books in the office of the Clerk of the County Commission of Putnam County, West Virginia. It is unlawful to remove this notice until such notice is complied with.
