4-6-3: AFFIRMATIVE ACTION PROGRAM:
   A.   The City will become actively involved in any Voluntary Affirmative Marketing Agreement as entered into by any local or State Board of Realtors and the Department of Housing and Urban Development.
   B.   But, the City will take efforts as are appropriate to the community to establish a Voluntary Areawide Equal Opportunity Plan between the City and the Department of Housing and Urban Development.
   C.   The City will create a fair housing program for owners, tenants, lenders, prospective buyers and developers or builders to educate them as to respective rights under the law concerning title VIII of the Civil Rights Act of 1968 as well as any local and State Fair Housing Laws, ordinances and resolutions.
   D.   This program will include, but not be limited to, the printing of and publicizing of this chapter and other information through local media such as newspapers and radio stations; also distributing posters and fliers and any other means which will bring to the attention of those affected, the knowledge of their respective rights concerning equal opportunity.
