3-3-1: FIREWORKS:
   A.   Definition: The term "pyrotechnics" shall mean any sparkler, squib, rocket, firecracker, roman candle, fire balloon, signal light, railroad track torpedo, flashlight composition, pistol, cane, cannon or other appliances using blank cartridges or caps, fireworks or other devices or compositions used to obtain visible or audible pyrotechnic displays.    B.   Fireworks Prohibited; Exceptions: No person, firm or corporation shall, within the City, have, keep, store, use, manufacture, sell or offer for sale, handle or transport any pyrotechnics; provided, however:
      1.   That nothing in this section shall be held to apply to the possession or use of signaling devices for current daily consumption by railroads, trucks, and others requiring them.
      2.   That the Chief of the Fire Department or the Clerk-Treasurer may, upon due application, issue a permit to a properly qualified person for giving a pyrotechnic display of fireworks in the public parks or other open places. (1990 Code §7-202)
