All owners or occupants of any lot, block or subdivision of land are hereby required to cut and remove all weeds therefrom. The said persons shall also remove all weeds up to the center of the street or alley, along, in front of, or abutting said premises and to keep the same free from weeds. (1990 Code §9-401)
