5-4-3: APPLICATION AND PERMITS:
   A.   A permit is required to operate or maintain any recreational vehicle park. Applications for such permits shall be made to the Planning and Zoning Commission through the City Clerk. The Commission shall then enact upon the application after such notice and hearing as required by law, and make its recommendations to the City Council, who shall then either grant or deny said application.
   B.   No recreational vehicle park permit shall be transferrable. Every person holding such a permit shall give notice in writing to the City within five (5) days after having sold, transferred or otherwise disposed of any interest in, or control of an RV facility, unless a new permit has been granted to subsequent owners or if any application for a new permit is pending.
   Applications for permits by prospective new owners may be made in advance of any sale or transfer, and shall be approved if the terms of the applicable ordinances are met.
   C.   A recreational vehicle park permit holder shall maintain a current plot plan of each recreational vehicle park and ensure that such current plot plan is in file with the City Clerk.
   D.   The City Council is hereby authorized to revoke or suspend any recreational vehicle park permit issued hereunder if, after due investigation, it determines that the holder thereof has violated any of the provisions of this chapter or that any recreational vehicle park is being maintained or operated in an unsanitary or unsafe manner, or, because of the manner of operation constitutes a public nuisance.
