7-6-4: PARK REQUIREMENTS AND RESTRICTIONS:
   A.   Alteration Or Enlargement Of Existing Parks: Recreational vehicle parks in use as of the effective date hereof shall be permitted to continue as an established land use, but shall not be altered, in either construction or operation, so as to cause any deviation from the minimum standards of this chapter, insofar as the pre-existing use complies with this chapter on the effective date hereof. If a nonconforming recreational vehicle park is enlarged in either area or in usage (e.g., number of spaces available for rental or an increase in seasonal availability of rental spaces), the entire park shall be subject to the provisions hereof, specifically including, but not limited to, the standards herein and the requirement of a permit.
   B.   Records Required: Every recreational vehicle park shall at all times keep a register of all guests or tenants which shall be open to inspection by State, Federal, and City officials. Said register shall contain the following information:
      1.   Names and addresses of each guest or tenant.
      2.   Dates of entrance and departure.
      3.   Vehicle registration numbers and state of issue of each recreational vehicle and tow vehicle.
   C.   Maintenance: Each recreational vehicle park shall be kept in a clean, orderly and sanitary condition at all times.
   D.   Fire Protection: Each recreational vehicle park shall be subject to inspection by the City Fire Chief and shall have installed and maintained fire protection equipment such as fire extinguishers, fire hydrants and other equipment in such quantities, qualities and locations as specified by said Fire Chief, and as may be necessary to meet all applicable Building and Life Safety Codes. Open fires shall not be allowed in a recreational vehicle park except in locations and in facilities approved by the Fire Chief.
   E.   Interior Park Drives: All spaces within the recreational vehicle park shall have direct access to an interior roadway not less than twenty five feet (25') in width which shall have unobstructed access to a public street or highway. Dead-end roadways shall provide adequate vehicle turning space, or a cul-de-sac with not less than a fifty two foot (52') diameter exclusive of parking.
   F.   Landscaping And Screening: The recreational vehicle park boundaries shall be reasonably screened from outside view, whether by barriers of ornamental fences, walls, trees or shrubs to assure reasonable integration with adjoining land usages and to assure the health, safety and quiet enjoyment of the area.
   G.   Occupant Improvement: Recreational vehicle park space occupants shall not be permitted to erect or install any structures.
   H.   Utilities: All recreational vehicle spaces will be serviced by water, sewer, and electrical hookups. Generators on individual recreational vehicles will not be allowed to operate between the hours of seven o'clock (7:00) P.M. and nine o'clock (9:00) A.M.
   I.   Storage Of Hazardous Materials: Storage of hazardous or potentially hazardous materials shall not be allowed beneath recreational vehicles. Hazardous or potentially hazardous materials include, but are not limited to, flammable liquids, combustible liquids, compressed gas, combustible waste matter, fireworks, firearms, or ammunition.
