The City Council hereby finds and declares that the indiscriminate placement and use of recreational vehicles (RVs) on individual lots within the City threatens the health and safety of citizens, and damages property values. In order to protect property values, to preserve the intent of the City comprehensive plan, and to promote the general safety and welfare of the citizens of the City, recreational vehicles shall be located only within approved recreational vehicle parks, or as otherwise allowed in this Code 1 .
