7-5-4: PARK REQUIREMENTS AND RESTRICTIONS:
   A.   Minimum Park Area And Access: A mobile/manufactured home park shall have a minimum of one acre, and shall include sufficient frontage on a public street or road to allow safe ingress and egress.
   B.   Density And Minimum Lot Size: The maximum density for a mobile/manufactured home park shall be eight (8) units per gross acre, and each mobile/manufactured home park lot shall contain a minimum of five thousand (5,000) square feet. The maximum lot coverage for each mobile/manufactured home lot shall be sixty percent (60%). Interior park drives, public street rights-of-way, and common areas used for parking or other park purposes are excluded from the five thousand (5,000) square feet per unit area requirement.
   C.   Setbacks:
      1.   A minimum setback for a mobile/manufactured home shall be twenty feet (20') from the property line adjacent to the front access road.
      2.   No mobile/manufactured home shall be located closer than three feet (3') to the boundary line on either side of the mobile/manufactured home lot, or closer than ten feet (10') to the front boundary of said lot, or closer than five feet (5') to the rear boundary line of said lot, or closer than fifteen feet (15') to any other mobile/manufactured home or permanent structure within the mobile home park.
   D.   Lots Numbered: Each mobile/manufactured home lot shall be numbered. The numbers shall be clearly visible from the park's interior drives/streets.
   E.   Interior Park Drives: Each mobile/manufactured home lot or space within a mobile/manufactured home park shall have direct access to an interior park drive and shall not have individual access to a public right-of-way. Interior park drives shall consist of a minimum of twenty five feet (25') with at least a gravel surface and there shall be no parking on either side of the drive. Layout of mobile/manufactured home park's interior drives shall be in such a manner as to provide adequate maneuvering for emergency vehicles. A mobile/manufactured home park with only one interior drive may be required to provide an emergency vehicle turnaround with a diameter of fifty two feet (52').
   F.   Utility Connections, Anchors, Pads: Each mobile/manufactured home lot shall be provided with utility connections, ground anchors, piers or pads and stabilizing connections of sufficient size to properly accommodate the mobile/manufactured home unit in accordance with the manufacturer's specifications and code requirement. All mobile/manufactured homes within the park shall be skirted.
   G.   Landscaping: Landscaping in the mobile/manufactured home park shall be provided in accordance with the following minimum requirements:
      1.   Peripheral Screening: The mobile/manufactured home park owner shall provide peripheral site screening of trees, shrubs or other suitable sight obstructing screen or fence.
      2.   Lawn Or Ground Cover: Lawn or other suitable ground cover shall be provided for all open spaces other than access drives and parking circulation.
   H.   Confinement Of Runoff: Control of surface water runoff shall be provided to confine all runoff to the property, or to drainage facilities within public rights-of-way. (1990 Code §4-804)
   I.   Maintenance Agreement: A maintenance agreement, approved by the City Council or its designee, shall be provided to assure the continued operation and maintenance of interior drives, utilities, landscaping and solid waste management. The park owner will be responsible for the provision of a suitable guarantee that the park will be constructed within a two (2) year time period and/or in accordance with standards set forth by the City Council.    J.   Sewers: Each mobile/manufactured home lot shall be connected to a City sewer system approved by the proper jurisdiction.
   K.   Storage Of Home Prohibited: No mobile/manufactured home shall be hauled to, or stored within a mobile/manufactured home park unless it is properly erected on a site approved for such use.
   L.   Animals: Aviaries, poultry, farm animals and horses are prohibited.
   M.   Alteration Or Enlargement Of Existing Parks: Mobile/manufactured home parks in existence as of the effective date hereof shall be permitted to continue as an established land use but shall not be altered so as to deviate below the minimum standards of this chapter. Any addition to an existing mobile/manufactured home park shall meet all of the standards required by this chapter. If an addition or series of additions result in the doubling of the size of an existing mobile/manufactured home park, then the entire park shall be required to meet all standards required by this chapter.
