The purpose of adopting a comprehensive plan is to provide for public officials and private citizens a guide for making decisions that affect the future of the City of Winchester. In order to avoid adverse effects of unplanned growth, the comprehensive plan provides guidelines, policies and goals for logical growth. The comprehensive plan provides the basis on which future zoning ordinances and amendments can be based. (1990 Code §4-601)
