It shall be unlawful for any person to scatter or throw upon the streets, sidewalks, alleys or other public thoroughfares of the City, any handbills, posters, advertisements or papers. Nothing herein shall be construed to authorize any person to obstruct the public streets, sidewalks, alleys or thoroughfares of the City or create any nuisance therein. The provisions of this chapter shall not interfere or prevent the posting of notices required by law to be posted. (1990 Code §5-601)
