(A) Any person who violates any provision of this chapter for which no penalty is provided shall be subject to the terms of § 10.99.
(B) Any person receiving a citation for any parking violation in the city shall be deemed to have committed a violation and shall be fined in an amount not less than $20 nor more than $100 for each offense. This division shall apply to any person receiving a citation not listed in division (C) below.

(C) (1) Rates and fines.
(a) There shall be a two-hour free parking limit on all parking spaces within the parking lot adjacent to the east of the Wilmore City Hall/Wilmore Police Station presently located at 335 East Main Street. Wilmore, KY; and all parking spaces in the Downtown District on both sides of Main Street, from the north side of Main Street, 235 feet east of North Maple Street; and from the south side of Main Street, 125 feet east of North Maple Street to the railroad tracks. All vehicles parking in excess of said limit shall be fined $25 for the initial offense and each additional hour of violation may be ticketed as a separate offense.
(b) Parking tickets will be issued for the following violations and fined charges accordingly:

(c) The fact that an automobile, which is illegally parked is registered in the name of a person, shall be considered prima facie evidence that such a person was in control of the automobile at the time of such parking.
(d) All parking tickets, fines and late charges shall be payable at the City Hall or paid by placing the amount of the fine in the ticket and depositing it in the drop box or by placing the ticket and fine amount in an envelope and mailing it to Wilmore City Hall, 335 East Main Street, Wilmore, KY 40390.
(e) The persons receiving parking tickets may follow the appeals process set up by the City Council; provided, written notice of the intent to appeal is served upon the City Clerk within seven days of the citation date. Any person not filing an appeal or persons who appeal and lose and do not pay the ticket within seven days of the appeal hearing shall be deemed to be a delinquent parking ticket.
(f) The Police Department shall, at the end of each month, obtain a list of all delinquent parking tickets from the City Hall and deliver said list the County Attorney for issuance of a criminal summons against said person for each citation. The traffic enforcement officer shall represent the city in court for offences related to parking tickets or violations.
(2) Penalties.
(a) Any person who shall violate any provisions of §§ 71.45 through 74.17 of this chapter and has not paid their fines within 30 days of said violation shall be charged with a misdemeanor offense and, upon conviction in the County District Court, may be punished by a fine of not more than $50, in addition to the parking fines owed. All ticket penalties and Court-ordered fines shall be payable to the General Fund of the city.
(b) If, at any time, the owner or operator of a motor vehicle is cited for a violation of §§ 71.45 through 71.47 of this chapter and there exists five or more outstanding unpaid citations against said motor vehicle, the issuing police officer or traffic enforcement officer may cause the vehicle to be towed and impounded, after proper notifications, and said vehicle shall not be released to the owner or operator unless and until the towing fee and all parking fines have been paid and a permit authorized release is obtained from the Police Department.
(c) Upon finding violations of the following prohibitive acts, a police officer or traffic enforcement officer, at his or her discretion, is hereby authorized and empowered to cause said vehicle to be towed and impounded if said vehicle is impeding the flow of traffic, is a hazard to pedestrians or to other vehicles, or is a potential danger to persons or property. The following is non-inclusive listing of examples of such:
1. In any intersection;
2. In a crosswalk;
3. At any place where the vehicle would block the use of a driveway;
4. Within 20 feet of the driveway entrance to any Fire Department station and on the side of the street opposite the entrance when properly posted;
5. On any sidewalk or parkway;
6. At any place so designated and marked by red or yellow paint by the City Council by order or ordinance; and/or
7. In any fire lane, or in front of, or within ten feet of, a fire hydrant or stand pipe.
(e) Furthermore, it shall be unlawful for any persons to park on a city street a non- licensed/non-operational motor vehicle, and the Police Department is immediately have same towed, at the owner’s expense, if a violation of this section occurs, pursuant to the provisions of §§ 71.20 through 71.22.
