(A) Vehicles delivering goods and merchandise and repair vehicles are permitted to double park in the Downtown District for a reasonable time to effect said delivery or repair.
(B) An exemption permit shall be displayed by placing said permit on the dashboard passenger side of the vehicle so that the printing on the exemption permit can be read. Any alteration(s) to an exemption permit, or obscuring of information printed on an exemption permit (e.g., folding such permit so any printed information is not visible), including, without limitation, any changes to which exemption permit is issued, shall deem the exemption permit invalid.
(C) Permits to allow parking during restricted hours within a restricted parking area shall be issued by the City Council, at a regularly scheduled meeting thereof, and shall be issued for the least amount of time necessary to accommodate the needs of the applicant.
(D) Permits, in the form of dashboard display signs, shall be issued for a period of up to 12 months. A new permit shall begin June 1 of each calendar year.
