§ 71.45 DEFINITIONS.
   Whenever the following terms are used in this subchaper, they shall have the meaning respectively ascribed to them in this section unless the context clearly implies another meaning.
   ALLEY. A public way within a block, generally giving access to the rear of lots or buildings, and not used for general traffic circulation.
   CROSSWALK. The portion of the roadway included within the prolongation of the sidewalk lines at street intersections.
   DRIVER. Every person who drives or is in actual physical control of a vehicle.
   EMERGENCY VEHICLE. Police vehicles, vehicles of the Fire Department, ambulances, vehicles carrying a state, county or municipal officer or employee in response to an emergency call.
   FIRE LANE. Section of curb or street marked with yellow paint, signs or both to indicate no parking.
   INTERSECTION. The area embraced within the prolongation or the property lines of two or more streets which join at an angle, whether or not such streets.
   LOADING ZONES. The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
   NON-METERED REGULATED PARKING ZONE. An area designed by this subchapter whereby a vehicle may be temporarily parked and allowed to remain for a specified period of time. Said area shall be that area within the boundaries known as the Downtown Business District, which exists on both sides of Main Street, from the north side of Main Street, 235 feet east to North Maple Street and from the south side of Main Street 125 feet east of North Maple Street to the railroad tracks. Said area shall also include the entirety of the parking lot adjacent to the east of the Wilmore City Hall/Wilmore Police Station presently located at 335 East Main Street, Wilmore, KY 40390.
   PARK. To stand a vehicle, whether occupied or not, for a period of time greater than is reasonably necessary for the actual loading or unloading of persons or materials.
   PARKING LOT. Those properties enumerated below, which are owned and/or operated by the City Council as municipal parking lots:
      (1)   Municipal parking lot: Main Street; and
      (2)   City Hall parking lot: Main Street.
   PARKING SPACE. The spaces marked by white lines for vehicles to park parallel to, or perpendicular from, the curb, within the non-metered regulated parking zone.
   PEDESTRIAN. Any person afoot.
   RIGHT-OF-WAY. The privilege of the immediate use of the roadway.
   STREET or HIGHWAY. The entire width between property lines, when any part thereof is open to the use of the public as a matter of right, for the purpose of vehicular traffic.
   TRAFFIC. Pedestrians, vehicles or the conveyances, whether singly or together, while using any highway for the purpose of travel.
   VEHICLE. Every device in, upon or by which any person or property is, or may be, transported or drawn upon a highway, except a device moving by human power or used exclusively upon stationary rails or tracks.
