No person shall hold a party at an event center until the owner, lessee or operator of such event center has been duly licensed for such purpose. The license shall be issued by the Plan Review Board. The fee for such license shall be five hundred dollars ($500.00). The license shall contain the name and address of the applicant and shall be non-transferable to any other individual or entity other than the individual or entity listed on the application.
