Any person who violates any provision of this chapter or of the rules and regulations issued hereunder shall be fined not less than two hundred dollars ($200.00), and not more than one thousand dollars ($1,000.00), for each offense. Every day that a violation continues shall constitute a separate and distinct offense. Unpaid registration fees and fines shall be an assessment on the property enforceable in the same manner as assessments for delinquent property taxes.
