In evaluating any bid, contract or award, the City reserves the right to waive any or all of the provisions and requirements of this Chapter 127 where it determines that a project labor agreement or any of the conditions in this Chapter 127 shall not serve the purposes set forth in this Chapter or that a project labor agreement or any of the conditions in this Chapter 127 will otherwise be detrimental to the public's health, safety and welfare.
