127.01 PUBLIC PURPOSE.
   The City finds that evaluating the feasibility of project labor agreements for municipal building and other public improvement projects and establishing standards and reporting requirements to evaluate the responsibility of public contractors furthers the following public purposes:
   (a)   The promotion of better quality workmanship on municipal building and other public improvement projects, thereby reducing the expenditure of tax dollars and protecting the public health, safety and welfare of the citizens of the City; and
   (b)   The promotion and preservation of labor peace during periods of time when public buildings or other public improvements are under construction, which confers a significant benefit to the public health, safety and welfare of the citizens of the City.
