(a) This chapter shall not apply to the placement of collection boxes designed to collect recyclable cans, bottles, plastic, paper, cardboard and any other similar type of recyclable materials pursuant to a permit obtained from the Chief Building Inspector or his or her designee.
(b) This chapter shall not apply to a business which is engaged in the collection and/or sale of used clothing, shoes or any other like good.
