The Plan Review Board shall have jurisdiction to consider the application of any individual or entity which seeks approval for any of the following matters:
(a) The establishment of a new business.
(b) The purchase of a new business.
(c) The expansion, addition or alteration of an existing business location.
(d) The addition of a new or supplemental service at an existing business location.
(e) The proposed development of private property.
