The Chief Building Inspector shall issue an occupancy license for the occupancy of the dwelling for which a license is desired and which has been found, after a thorough inspection, to comply in all respects with the provisions of this chapter, rules and regulations prescribed pursuant thereto, and all other Federal, State, County and local laws, statutes, codes, ordinances, rules, regulations and policies applicable to such dwelling unit and the use for which it is intended, including the following requirements:
(a) Compliance with all applicable zoning, building, electrical, plumbing, HVAC, fire, sanitary sewer, and/or environmental laws, statutes, codes, ordinances, rules, regulations and policies;
(b) Grass that is, at all times, neatly cut to a height of not more than six inches;
(c) Hedges, bushes, trees, shrubbery, ornamental plants and/or other vegetation that is, at all times, neatly trimmed; and
(d) Grass and/or landscape bed borders that are, at all times, neatly trimmed.
