1349.21 EXISTING NONCONFORMING SIGNS.
   (a)   An “existing nonconforming sign” means a sign existing prior to the effective date of this section but which does not conform with one or more of the present or future requirement of the Codified Ordinances of the City. Normal maintenance by way of painting, cleaning and minor repair is permitted for the life of nonconforming period allowed.
   (b)   A permit shall be required for each existing nonconforming sign within the City. No fee shall be charged for such permit. The permit shall be issued by the Chief Building Inspector.
   (c)   Permits issued for existing nonconforming signs shall expire upon the change of ownership of the lot involved or upon decrease in area of land or buildings. A written application with a diagram showing the size and location of the existing nonconforming sign shall be a condition of the issuance of the permit.
   (d)   Notwithstanding subsection (a) above, all pole signs otherwise not located in the industrial district existing prior to the effective date of the repeal of Section 1349.08(b)(3) by Ordinance No. 2003-52, passed on October 21, 2003, shall be permitted to exist for the normal life of the sign including normal maintenance and repairs not to exceed fifty percent of the replacement cost of the sign, but excluding structural repairs, but in any event no longer than ten years from the effective date of the repeal of Section 1349.08(b)(3) by Ordinance No. 2003-52.
