Signs which promote the election, passage or defeat of any candidate for public office or issue to be voted upon by the public shall be known as “political signs,” and same shall be permitted without permit only upon the following conditions:
(a) The candidate or committee shall present proof of permission to erect and/or place any political sign on an unoccupied building or property, from the owner of such property, and submit to the Building Inspector a street address for such sign prior to its erection.
(b) No political sign shall be displayed except in conformity with the provisions of this section, and any political sign unlawfully displayed may be seized, confiscated and destroyed by the Building Inspector.
(c) No political sign may be placed upon, in or on property owned by the City or within, upon or on any City right-of-way, easement, street, boulevard, road, alley, lane or other thoroughfare.
(d) No political sign may be illuminated nor designed to rotate, oscillate, gyrate, spin or exhibit such other motion unless same shall conform to all other requirements of this chapter.
