1332.01 PROHIBITED CONDITIONS.
   (a)   No owner, operator or manager of any premises within the City shall maintain or permit to be maintained at or on the exterior areas of any structure, including secondary or appurtenant structures, or on any premises, including the lawn, driveways, parking areas and landscaping, any condition which deteriorates or debases the appearance of the neighborhood, reduces or tends to reduce property values in the neighborhood, adversely alters the appearance and general character of the neighborhood, creates a fire, safety or health hazard, or which is a public nuisance, including but not limited to the following:
      (1)   Broken or dilapidated fences, walls or other structures of parts thereof;
      (2)   Broken, uneven, potholed or otherwise improperly maintained walks, parking areas or driveways;
      (3)   Out of use or non-usable appliances, automobiles, equipment, machinery or parts thereof;
      (4)   Any other substance, material or condition placed at or on the premises in such a manner as to be patently unsightly, grotesque or offensive to the senses or which endangers the peace, health, welfare or safety of the City or any of its inhabitants.
   (b)   No automobile repairs, fueling, changing of motor oil, mechanical or bodywork or repair of any kind, or the use of an acetylene torch or welding, shall be made or conducted outside of an enclosed garage. Notwithstanding Section 1332.03 or any other section of these Codified Ordinances, no written notice of violation shall be required prior to the enforcement of this subsection by the Building Inspector or any police officer.
   (c)   No person shall place rocks, gravel, stones, pebbles or any other loose materials along and adjacent to a sidewalk or between the curb lines of the street on one side and the abutting sidewalk. Further, no person shall pave the area between the sidewalks and curb line in a Single Family District.
   (d)   No person, owner, agent, lessee, or occupant of any property within the City shall place, cause to be placed, or permit to be placed or remain upon such property, outside of the residence building or other principal structure upon such property, garbage or similar waste, unless such substance is contained in a garbage receptacle that is tightly covered.
