961.05 COST OF CITY REMOVAL.
   (a)   When the Director of Public Service causes weeds, grass and other undesirable vegetation to be cut or land cleaned of litter, as provided in Section 961.04, a statement of the amount of costs of such cutting, collection or removal thereof shall be mailed to the owner of such land by certified mail, return receipt requested, for payment.
   (b)   The amount of costs to be identified within the required statement for payment by the owner of the land shall include, but not be limited to, administration and supervision, transportation of equipment, equipment use and rental, equipment operator, incidental labor, contractor and other direct labor charges, and any other costs and charges associated with the mailing and/or publishing notices. For purposes of this section, the minimum charge to be paid by the owner of the land shall be two hundred dollars ($200.00).
   (c)   The total amount charged to the owner of such land shall be paid in full to the City of Willowick not later than 30 days after the mailing of the statement of costs and notice to the land owner.
