The Recreation Department is hereby authorized and directed to prepare rules and regulations relating to the use and rental of the facilities of the municipal facility in order to carry into effect the provisions of this chapter and to prescribe forms of applications and permits for use by the City. Such rules and regulations shall be a part of the contract and posted in a conspicuous place within the premises.
