Permits for the use and rental of municipal facilities shall be issued to the person or organization on such day. However, any application may be denied and a permit refused when the facilities are required by Council or any other officer, official group, organization or committee of the City for any City sponsored activity on the day or portion thereof for which use and rental are sought unless a contract has been signed.
