(a) No person shall loiter, idle, wander, stroll, play or otherwise be present in or upon any municipal facility from dusk to dawn of the following day. Further, the provisions of this section shall not apply to such person when attending, going to or coming from a function in a City park, for which a permit has been issued by or on behalf of the City or for which function permission has been granted by the Recreation Director of the City.
(b) No person shall loiter, idle, wander, stroll, play or otherwise be present in or upon any municipal facility in violation of the provisions of subsection (a) hereof, provided, however, that the provisions of this section shall not apply to a person attending, going to or coming from a function in a municipal facility, for which function a permit has been issued by or on behalf of the City or permission has been granted by the City Recreation Director, provided that such permitted or authorized functions must be completed or terminated by 12:00 midnight.
(c) No parent, guardian or other adult person having the care and custody of a person under the age of eighteen years shall knowingly permit such person under the age of eighteen years to loiter, idle, wander, stroll, play or otherwise be present in or upon, any municipal facility in violation of the provisions of this section.
