927.03 USE OR STORAGE PROHIBITED.
   (a)   Upon the effective date of this section, no person shall use or store any PCB devices within the City and no person shall, for commercial purposes, store PCB's within the City.
   (b)   All persons who own, lease, operate or maintain within the City, one or more electrical transformers or capacitors containing polychlorinated biphenyls in a concentration of greater than one ppm but less than fifty ppm, shall in the daily operation thereof, proceed as follows:
      (1)   Whenever a leak or discharge of polychlorinated biphenyls is suspected or reported at any location within this City, the Director of Public Service and Fire Chief shall immediately be notified in person or by telephone.
      (2)   Any such leaking or discharging electrical transformer or capacitor shall immediately and forever be removed from this City.
      (3)   Any capacitor or transformer which has greater than one ppm of PCB's but not more than fifty ppm shall, at any time the owner, lessee or operator, repairs or services the same be immediately and forever removed from the City.
   (c)   No person, upon the enactment of this section, shall introduce or install within this City an electrical transformer or capacitor containing or utilizing PCB's in a concentration of one ppm or greater.
