(a) For the purpose of emergency conditions and for the protection of the health, safety and welfare of the inhabitants of the City, at such times as shortage of water or low water pressure occurs or appears imminent, the Mayor is hereby authorized to declare a sprinkling ban within the City or any part thereof subject to test.
(b) At any time when the Mayor pursuant to his authority under subsection (a) hereof, declares the necessity for a sprinkling and irrigation ban by public proclamation and therein specifies the hours prohibited and the duration of the ban in the City or any part thereof, no person shall in any manner use or employ water provided from or through the public water supply system within the City or any part thereof for the purpose of sprinkling or irrigation of yards, lands, crops or any other outside vegetation.
(c) During any remaining hours of the day when the sprinkling and irrigation ban as duly declared by public proclamation of the Mayor does not prohibit sprinkling, no person shall in any manner use or employ water provided from or through the public water supply system within the City or any part thereof for the purpose of sprinkling or irrigation of yards, lands, crops or any other outside vegetation in the event that during such hours a fire occurs or exists as evidenced by the sounding of the fire siren of the City. In such event, no person shall fail to immediately cease sprinkling and no person shall begin or renew sprinkling until such time as they have determined that the fire has been extinguished or is under control.
