There is hereby levied a sanitary sewer tap-in fee to be paid by each customer or expansion of existing commercial, industrial or institutional buildings located outside the City which have been approved for tying into the City sanitary sewer system as follows:
(1) Single-family residential $1500/unit
(2) Multifamily 1500/unit
(3) Business, commercial, industrial or institutional 0.75/sq. ft./bldg.
