For the purposes provided for in Chapter 922, there is hereby levied a fee of thirty dollars ($30.00) to be paid by every user required to obtain a wastewater discharge permit to discharge into the sanitary sewer system. This fee shall be payable upon the application for and/or the renewal of the permit.
