923.09 SURCHARGE FOR EXTRA STRENGTH WASTES.
   (a)   The following terms as used herein shall have the following meanings ascribed to them as shown:
      (1)   "B.O.D." or "biochemical oxygen demand" means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at twenty degrees Centigrade expressed in milligrams per liter (mg/1) or parts per million (ppm) by weight.
      (2)   C.O.D." or "chemical oxygen demand" means the quantity of oxygen required to satisfy the carbon in a waste as determined by chemical oxidation of the waste with a strong oxidation agent (acid solution), expresses in milligrams per liter (mg/1).
      (3)   "Normal sewage" means sewage which, when analyzed, shows, by weight, a daily average of not more than 225 parts per million (ppm) of suspended solids; nor more than 185 parts per million of B.O.D. and/or 250 parts per million of C.O.D.; nor more than fifty parts per million of ammonia; nor more than eighty parts per million of ethersoluble matter (grease and oil); nor more than eight parts per million of phosphorus. These concentrations will be used for determining surcharges.
      (4)   "Phosphorus" means a constituent in wastewater identified in "Standard Methods for the Examination of Water and Wastewater."
      (5)   "Suspended solids" means solids that either float on the surface of, or are in suspension in, water, sewage or other liquid and which are removable by laboratory filtering.
   (b)   All sewage or industrial wastes above normal sewage strength, but acceptable for discharge into the sanitary sewerage system, shall be subject to surcharge. The surcharge shall be determined on the basis of any or all of the constituents of the water or wastes:
      (1)   Total suspended solids;
      (2)   Five-day B.O.D. at twenty degrees Centigrade and as herein provided;
      (3)   C.O.D.;
      (4)   Phosphorus; and/or
      (5)   Oil and grease.
   (c)   When the total suspended solids, C.B.O.D., C.O.D., phosphorus and/or oil and grease of a water or waste accepted for admission to the system exceeds the values of their constituents for normal sewage, the excess concentration in any or all, as the case may be, shall be subject to a surcharge as follows:
      (1)   Pounds of excess suspended solids per day x $0.08 per lb. = S.S. Surcharge
      (2)   Pounds of excess C.B.O.D. per day x $0.16 per lb. = C.B.O.D. Surcharge
      (3)   Pounds of excess C.O.D. per day x $0.19 per lb. = C.O.D. Surcharge
      (4)   Pounds of excess phosphorus per day x $0.08 per lb. = Phosphorus Surcharge
      (5)   Pounds of excess oil and grease per day x $0.08 per lb. = Oil and Grease Surcharge
   In addition to the above surcharges, the City shall have the right to surcharge any user for the discharge of any other pollutant into the sewerage system.
