(a) No person shall fail, refuse or neglect to connect any structure within the City to the sanitary sewerage collection system of the City available for service to the lot or parcel on which such structure is located or situated, within a period of ninety days from the receipt of notice from the Director to such person ordering such connection.
(b) No sewer permit shall be issued to any new connection to the treatment works unless there is capacity in all downstream sewers, lift stations, force mains and the treatment plant itself, including capacity for flow, C.B.O.D., C.O.D. and suspended solids.
(c) No sewer permits shall be issued nor plans for sewers approved, which sewers are to be connected to the City's sanitary sewer system, unless such sewers are properly designed and constructed. Minimum criteria for the design and construction of sanitary sewer facilities shall be the standards established by the Ohio Environmental Protection Agency and such other standards as may be established and promulgated from time to time by the City Engineer.
