922.01 PURPOSE AND OBJECTIVES.
   (a)   This chapter sets forth uniform requirements for discharges into the Willoughby-Eastlake wastewater collection and treatment systems, and enables the City to protect public health in conformity with all applicable local, State and Federal laws relating thereto. The objectives of this chapter are:
      (1)   To prevent the introduction of pollutants into the wastewater treatment system which will interfere with the normal operation of the system or contaminate the resulting Municipal sludge;
      (2)   To prevent the introduction of pollutants into the wastewater treatment system which do not receive adequate treatment in the POTW, and which will pass through the system into receiving waters or the atmosphere, or otherwise be incompatible with the system;
      (3)   To improve the opportunity to recycle and reclaim wastewater and sludge from the system; and
      (4)   To prevent the introduction of pollutants into the storm drainage system which may contribute to the degradation of the system and receiving stream.
   (b)   This chapter provides for the regulation of discharges into the POTW through the issuance of permits, the execution of binding contracts and the enforcement of administrative regulations. Nothing in this chapter shall limit the right of the Director to reject wastes or to contract for a special agreement or arrangement for the treatment and disposal of wastes, unless such actions are contrary to State and Federal laws and regulations.
