921.15 ADJUSTMENT TO SEVER BILLS.
   A sewer user may request an adjustment to his or her sewer bill where the following conditions are met:
   (a)   None of the water flow for which a charge is to be rebated went through the sewer system. The cause of the problem must be a water line break in the yard or other area where it would be conclusive that the flow would not go through the sewer system. No rebate will be made for toilet or sink problems.
   (b)   If the above criteria are met, the Moral Claims Committee may approve a rebate of up to seventy-five percent of the amount over the average flow consumption. A minimum of twenty-five percent will be retained to cover administrative and billing costs.
