921.14 DUAL WATER METERING FOR SANITARY SEWER RATES.
   (a)   Water consumers may elect to install a dual water metering system whereby a master meter shall measure all water consumed at a property, and a second meter, or deduct meter, shall measure water consumed but not discharged into the sanitary sewer system, under the following conditions:
      (1)   The second meter, or deduct meter, shall be purchased from the Lake County Department of Utilities and must be compatible with said Department's electronic reading system. All costs of said purchase and of any upgrades to the water consumer's master meter shall be paid by the consumer directly to the Lake County Department of Utilities at the rates set by that Department.
      (2)   The deduct meter must be located within two feet of the water meter located internally or next to an external meter with a shut-off valve after the main meter on either side of the deduct meter.
      (3)   The installation of the deduct meter shall be inspected by the City Building Inspector and be in accord with accepted plumbing standards. Upon inspection and approval by the Building Inspector, the Building Inspector will seal the deduct meter.
   (b)   No water consumer shall install or have installed a deduct meter without first obtaining a permit from the Division of Building Engineering and Inspection. The application for the deduct meter shall include:
      (1)   The name and address of the owner of the property where the meter is being installed and the number of people residing at the property;
      (2)   The property address;
      (3)   The name of the installer;
      (4)   Proof of purchase of a deduct meter from the Lake County Department of Utilities;
      (5)   A statement as to whether the property has a pool, lawn sprinkler s stem, fire sprinkler system or any other water-consuming device other tan usual plumbing;
      (6)   A schematic drawing of the installation; and
      (7)   Payment of a twenty-five dollar ($25.00) initial inspection fee.
   (c)   The permit authorized to be issued hereunder shall be valid for the calendar year of its issuance and must be renewed on an annual basis thereafter.
   (d)   Any additional charges levied by the Lake County Department of Utilities for reading the deduct meter shall be paid by the water consumer.
   (e)   A water consumer who elects to utilize dual metering shall be charged sewer rental for only that water which is consumed within a premises and discharged into the sanitary sewers.
   (f)   Any water consumer who has chosen to utilize dual metering shall be deemed to have given consent to inspection of the master meter, deduct meter and related plumbing for the purpose of determining if the meters have been tampered with at any time. The inspection shall be conducted by the City Building Inspector. Refusal to permit inspection shall result in the sewer rental being charged on all water consumed.
   (g)   Failure to comply with the requirements of this section shall be considered tampering with and theft of a utility, as described in Section 545.19 of the General Offenses Code.
