(a) It is hereby declared and determined to be the policy of the City that the cost of all repairs necessary to place in service the house service connections leading from the sewers of the City to the properties to be served by such sewers, shall be borne by the owners of such properties where such properties are to be improved and the connection with such sewer system is to be opened and established.
(b) The Building Inspector shall notify all persons making an application for a building permit of the terms and provisions of this section.
