905.12 REMOVAL OF TREES OR SHRUBS OBSTRUCTING TRAFFIC VISIBILITY OR NOXIOUS.
   The owner, occupant or person having charge or management of any lot or parcel of land within the City shall cut down and remove any tree, plant or shrubbery, or any part thereof, .as may be necessary to provide a clear and unobstructed view of traffic from all directions at any street intersection or to abate any nuisance necessary to protect life, limb and property of persons, drivers of any vehicles or pedestrians using the streets or sidewalk. No tree, plant, bush or shrubbery along or within ten feet of a sidewalk, or from the building line along the driveway to the sidewalk or street, shall be higher than three feet above the natural grade line.
   The owner, occupant or person having charge or management of any lot or parcel of land within the City, whether the same tie improved, unimproved, vacant or occupied, shall within five days written notice to do so, cut, trim or destroy or cause to be cut, trimmed or destroyed any offensive, noxious or poisonous trees or shrubs growing upon such lot or parcel of land.
   The service of notice provided for in this section shall be as provided in Section 961.03.
