The opening and restoration of any pavement or other surface and the removal of excess materials and the cleaning up of the surface shall be performed under the direction and to the satisfaction of the Director of Public Service or such other authority prescribed by Council, in accordance with rules, regulations and specifications approved by the City officer or authority under whose direction such work is performed. Upon failure or refusal of the permittee to satisfactorily protect the public safety, fill the excavation, restore and clean the surface used or disturbed and remove all excess materials therefrom within the time specified in the permit, or, where not specified. therein, within a reasonable time after commencement of the work, the City may proceed without notice to protect the public safety, make such fill, cleaning and restoration. The permittee shall be liable to the City for the amount of such protection and restoration services performed by the City, and the Finance Director shall proceed to collect such amount due from such permittee.
