783.04 FALSE ALARMS.
   (a)   If the Municipal Safety Center receives more than four false alarms from any system in any calendar year, from and after the effective date of this section, the alarm user shall be charged twenty-five dollars ($25.00) for the fifth false alarm, fifty dollars ($50.00) for the sixth false alarm, one hundred dollars ($100.00) for the seventh false alarm and two hundred dollars ($200.00) for each false alarm thereafter.
   (b)   The Director of Finance shall, upon notification of the Chief of Police, give five days notice by regular mail to the alarm user to pay the assessment provided for in subsection (a) hereof. If the same is not paid within thirty days after the mailing of such notice, then such amount shall be determined to be delinquent and shall be collected in a manner authorized by law.
   (c)   If the assessment provided for in subsection (a) hereof is not paid within thirty days after the mailing of such notice, notice shall be sent to the alarm user, by certified mail, ordering the alarm user to remove all equipment interconnecting the alarm system with the Municipal Safety Center, to stop all local alarm systems or to stop operation of all alarm systems of transfer interconnect, which is used to alert the Municipal Safety Center through an alarm business operation. If the removal is not completed within thirty days, the Chief of Police is authorized to contract for such removal at the expense of the alarm user.
   (d)   Any alarm system disconnected pursuant to subsection (c) hereof may be reconnected at the expense of the alarm user, provided that the registration required by this chapter is completed and all delinquent assessments as provided in this section are paid in full.
   (e)   The registration fee required by Section 783.03(c) for the year 1993 shall be waived if the user registers with the City by July 1, 1993, and shall be fifty dollars ($50.00) if received after that date. For any new installations the fee shall be as provided for in said subsection.
   (f)   In addition to other remedies provided for in this chapter for the collection of fees due to excessive false alarms as outlined in subsection (a), the City shall withhold the issuance of the offender’s commercial license, issued under Chapter 755, in the succeeding year until such time as the outstanding invoice for such false alarm(s) is paid in full.
