No person owning, managing, maintaining, operating or having the control of any billiard or pool table for hire, or who has the control of any room or rooms wherein it is kept, used or operated for hire, shall permit or allow a minor to play thereon or to use any such table, or to be, remain in, or frequent any such room at times other than as provided in Section 509. 12 of the Codified Ordinances.
