760.03 PRIVATE SECURITY REGISTRATION.
   No person shall act as a private security officer, or hold himself out as a private security officer, or hold himself or herself out as a private security officer within the limits of the City, unless he or she has first filled out an application, registering himself or herself with the Chief of Police.
   No private security firm, business or agency, providing private security officers within the limits of the City, shall fail to cause their private security officers to register with the Chief of Police. Certified Peace Officers, as defined in Ohio R.C. 109.71(A) are excepted from this provision.
   (a)   The private security officer applicant for such registration must be in compliance with Ohio R.C. Chapter 4749 and Ohio R.C. 109.71 through 109.78, inclusive, and shall submit the following information on such forms as designated by the Chief of Police:
      (1)   Full name.
      (2)   Age.
      (3)   Date and place of birth.
      (4)   Social Security number.
      (5)   Current address.
      (6)   Height, weight and color of eyes and hair.
      (7)   Name and address of all current employers.
      (8)   Whether he or she has been arrested or convicted of a felony or misdemeanor.
      (9)   A copy of his or her driver's license, and whether his or her driver's license has been suspended, and, if so, for what reason.
      (10)   A photocopy of the certificates issued by the Ohio Peace Officers Training Council evidencing an active and current private police commission for any man or woman who will carry a hand gun or other weapon while employed as a private security officer in the City. The applicant shall further list the make, model and serial number of the weapon(s).
   (b)   Each registration shall be signed by the applicant, attesting to its accuracy and truthfulness. Each registration shall be accompanied by one unaltered photograph, taken within six months of the filing of the registration, and of such size as the Chief of Police may provide by rule.
   (c)   Each applicant may be fingerprinted, and the fingerprint record, together with a copy of the registration and the photograph, shall be made a part of the permanent police file.
   (d)   The Chief of Police is authorized to conduct an investigation into the background of each application. No applicant shall be registered if the Chief of Police, upon investigation, reasonably determines that such applicant is not a person of suitable character.
