(a) No person, firm, partnership or corporation shall operate any commercial establishment in the City without first obtaining a permit to do so from the Building Inspector.
(b) No person, firm, partnership or corporation, as the owner or lessor of property
within the City, or as the manager or other agent of such owner or lessor, shall permit any commercial establishment to occupy any building, store, place or office, or any part thereof, located within the City, prior to receiving written notification from the Building Inspector that such commercial establishment has been issued the permit required by subsection (a) hereof.
