The Director of Public Safety shall issue a permit for each boarding or rooming house when each of the following conditions have been met:
(a) The applicant has satisfactorily completed the application form required by this chapter.
(b) The applicant has tendered the permit fee required by Section 753.05.
(c) The Director of Public Safety has determined that the boarding or rooming house is a proper accessory use authorized by applicable City and State law.
