For the purposes of this chapter, the following definitions apply:
(a) “Boarding house” means a quasi-public house where no more than two boarders are generally harbored, received or lodged for hire.
(b) “Rooming house” or “lodging house” includes all boarding houses and also includes establishments where meals are not served.
