(a) The Building Inspector of the City is authorized and directed to suspend or revoke any certificate of registration issued pursuant to the provisions of this chapter upon any of the following conditions
(1) Discontinuance of the business of the contractor;
(2) A determination by the Building Inspector that the contractor has performed work in a careless or irregular manner or has demonstrated a consistently inferior quality of workmanship;
(3) The contractor has performed work in violation of applicable building, safety, fire and/or zoning codes;
(4) A determination by the Building Inspector that the liability insurance and/or bond required by this chapter is no longer in effect.
(b) The Building Inspector shall give notice of such suspension or revocation to the contractor by certified mail directed to the contractor at the address appearing on the current application, stating the facts and conclusions upon which the suspension or revocation is based.
